Sen. Vannino Chiti (Italy), Chairman of the European Union Policies Committee of the Italian Senate, paid an official visit to the Parliamentary Assembly of the Mediterranean (PAM) Secretariat during a visit to Malta on 13 May, 2016.
The Secretary General of PAM, Amb. Sergio Piazzi, welcomed Sen. Chiti and the other guests, namely the Ambassador of Tunisia, H.E. Ms. Zohra Ladgham, Ambassador of Italy, H.E. Mr. Giovanni Umberto De Vito, and Maltese PAM delegation MPs, Hon. Joseph Sammut and Hon. Clyde Puli.
Amb. Piazzi explained how, at the request of Sen. Chiti, the PAM Secretariat had mobilized the Academic Platform and initiated a consultation process with its members on the topic of student mobility in the Euro-Mediterranean area, with the aim of collecting experiences, best practices from tertiary and higher education institutions on the availability and use of EU funding to education.
The extension of the Erasmus+ Programme to the Southern and Eastern Mediterranean countries was among the main topics raised during the meeting. Sen. Chiti said that this issue is being discussed at the Italian Senate in order to coordinate a clear position to propose to the European institutions. This would be part of a wider reflection on the post Barcellona Process, which was also discussed during a conference in Florence together with representatives from Egypt, Tunisia and Jordan. One of the major difficulties encountered by the Southern Mediterranean institutions, and which was highlighted by Amb. Ladgham of Tunisia, were the cumbersome bureaucratic procedures, which render the participation to the projects a stressful endeavor if not impossible in most cases.
In order to better coordinate future strategic processes, Sen. Chiti proposed the idea of a Conference of University Rectors inviting Malta to include it in the programme of initiatives during its term of the Presidency of the Council of the European Union (January – June 2017). Both the Maltese MPs supported the idea and agreed to submit it to the Government of Malta with the assistance of the PAM Secretariat and the Parliament of Malta.
PAM Secretary General in winding up the discussion recalled that PAM strives to provide decision-makers with the best available knowledge on any given regional and global topic of interest to them. PAM believes that politicians alone cannot address global issues without relying on the proper input by the professionals, while the latter cannot guarantee that their work will be effectively implemented, without the practical synergies with the legislative and the productive sectors.
Amb Piazzi also presented Sen. Chiti with a detailed paper on Higher Education Cooperation between the EU and the Southern Mediterranean countries, in which PAM initiatives over the years in this sector were highlighted, together with a list of recommendations and proposals following the Academic Platform exercise with the Academic institutions of the region.
