The Parliamentary Assembly of the Mediterranean (PAM), participated at and contributed to the proceedings of the Regional Consultation for the Middle East and North Africa of the Migrants in Countries in Crisis (MICIC) Initiative. The event was held in Malta on 14-15 March 2016.
The PAM delegation included Maltese MPs, Tonio Fenech, Silvio Schembri, Joseph Sammut and PAM Permanent Representative to the UN and other International Institutions in Vienna, Peter Schatzer.
Furthermore, Hon. Sammut also moderated the Working Group on “Addressing the risks of trafficking in human beings in the post-crisis phase – the case of Iraq and Syria”.
In his intervention, Dr. Sammut recalled that, on the occasion of a high-level PAM delegation visit to Syria and Lebanon last year, the MPs were informed that a large number of displaced people and refugees had started moving from the camps in the neighbouring countries of Syria towards Europe, as a result of the prolonged conflict. Today, unfortunately, the information has turned into reality.
The issues, Hon. Sammut said, affect the entire Mediterranean region, and cannot be solved by each country on its own. It requires dialogue and cooperation among states and parliaments, as the divergent positions of the EU member states have shown.
Therefore, a strategy for combating human trafficking must adopt a multi-disciplinary approach incorporating prevention, protection of human rights of victims and prosecution of criminals, while at the same time seeking to harmonise relevant national laws and ensure that these laws are applied uniformly and effectively.
In his concluding remarks, Hon. Sammut reiterated PAM’s commitment to deal with these crucial issues. He invited all actors to work together, through PAM’s unique parliamentary network, to achieve respect for human rights, ease the suffering of civilians in regional conflicts, strengthen the rule of law, and consolidate more coordinated efforts to fight human trafficking, while assisting the most vulnerable members of society in areas of conflict.
