PAM 9TH PLENARY SESSION, PRINCIPALICITY OF MONACO 2-4 FEBRUARY 2015

The Parliamentary Assembly of the Mediterranean will hold the 9th Plenary Session in the Principality of Monaco on 2-4 February 2015. The Session will be hosted by the President of the Monegasque National Council, H.E. Laurent Nouvion.

More than 200 delegates, including parliamentarians, representatives of International and Regional Parliamentary Assemblies, senior officials of governments and International Institutions, and the civil society will take part in the three day Plenary Session.

H.S.H. Prince Albert II of Monaco will address the Opening Ceremony together with the Speaker of the National Council of Monaco and PAM President, Sen. Francesco Amoruso of Italy. Messages by H.H. Pope Francis and UN Secretary General, Ban Ki-moon will also be delivered to the participants.

In Monaco, PAM members will also elect a new President (from the Southern geo-political group, as per PAM statutory principle of rotation) and a new Bureau, for next 2015-2016 biennium.

Furthermore, the 3 PAM Standing Committees (web link) will discuss and finalise the Reports and Resolutions which will be presented to the Plenary for adoption. The topics chosen for this Plenary Session include: Counter Terrorism and Foreign Terrorist Fighters; Political developments in the Middle East and North Africa; Activities of the PAM Panel on Trade and Investments in the Mediterranean; Climate Change: the road to Paris 2015; Protection of civilians in the Mediterranean: Refugees, Migrants and Displaced Persons; The role of Parliamentarians in promoting Human Rights.

During the debate, a number of high profile keynote speakers will address the participants on current priority issues. The Plenary Session will come to an end with the presentation of the PAM Award, launched in Monaco in 2008. The aim of the Award is to reward individuals, organizations and institutions who have demonstrated through their work, strong and visible commitment, outstanding achievement and active promotion of the Mediterranean ideals, as envisioned by the statutes and mission statement of the Parliamentary Assembly of the Mediterranean.

The annual gathering of parliamentarians from the Euro-Mediterranean area, this year comes at a very particular moment in which the renewed tensions in the Middle East and the threat posed by terrorism create further concern for the stability of the area and of the Mediterranean in general. Not less dramatic is the financial and economic situation in the countries on the Northern shores.

The Parliamentary Assembly of the Mediterranean, in its role as an international, autonomous, inter-state organization, that brings together on an equal footing the parliaments of all the countries of the Mediterranean basin, epitomizes, in this particular moment, the vision of its founding parliamentarians: a common platform for the representatives of the Mediterranean peoples, where they can feel all equal, where they can express their concerns, share their experiences, further promote bilateral and multilateral relations, and debate, without prejudice, issues of common concern.

The 9th PAM Plenary Session will offer the opportunity to the national delegations of the member parliaments to engage in a reflection, from which the Assembly will rise with a strengthened commitment, to fulfill its regional and international role. The challenges ahead are endless in the political, economic and social spheres. In fact, highlighting and prioritizing specific issues might not serve well the holistic approach required, since the current scenario is no more than a complicated puzzle where every piece is crucial to uncover the underlying realities.

The Parliamentary Assembly of the Mediterranean will continue to remain focused in order to secure peace and stability for the citizens of the region. The Assembly is the sum total of the unique parliaments of the member states. Therefore, the proactive participation and support of each one of them is instrumental in assisting the PAM Secretariat to translate words, good intentions and ideas into concrete actions.

L’Assemblée Parlementaire de la Méditerranée tiendra sa 9ème Session plénière dans la Principauté de Monaco, du 2 au 4 février 2015. La Session sera présidée par le Président du Conseil National monégasque, S.E. Laurent Nouvion.

Plus de 200 délégués, dont des parlementaires, des représentants des Assemblées parlementaires internationales et régionales, des hauts fonctionnaires des gouvernements et des institutions internationales et de représentants de la société civile prendront part à la Session plénière de trois jours.

S.A.S le Prince Albert II de Monaco prononcera un discours à la cérémonie d’ouverture avec le Président du Conseil national de Monaco et le Président de l’APM, le Sénateur Francesco Amoruso de l’Italie. Deux Messages par S.S. François et S.E. le Secrétaire Général de l’ONU, Ban Ki-moon ont été prononcés.

A Monaco, les membres de l’APM éliront un nouveau Président (du Groupe géopolitique du Sud, selon le principe statutaire de rotation de l’APM), et un nouveau Bureau pour l’exercice biennal prochain 2015-2016.

En outre, les trois Commissions permanentes de l’APM (lien web) discuteront et finaliseront les rapports et les résolutions qui seront présentés à la Plénière pour adoption. Les thèmes choisis pour cette session Plénière sont les suivants: lutte contre le terrorisme et les combattants terroristes étrangères; Les développements politiques au Moyen-Orient et Afrique du Nord; les Activités du Panel de l’APM sur le Commerce et les Investissements en Méditerranée; le Changement climatique: la route de Paris 2015; la Protection des civils en Méditerranée: réfugiés, des migrants et des personnes déplacées; le rôle des parlementaires dans la promotion de droits de l’Homme.

Au cours du débat, un certain nombre de conférenciers de haut niveau feront des discours sur les questions prioritaires d’actualité. La Session plénière sera clôturée avec la présentation du Prix de l’APM, lancé à Monaco en 2008. L’objectif du Prix est de récompenser les personnes, organisations et institutions qui ont démontré par leur travail, l’engagement fort et visible, et les réalisations exceptionnelles promotion active des idéaux méditerranéens, tel qu’il est envisagé par les statuts et l’énoncé de mission de l’Assemblée Parlementaire de la Méditerranée.

Le rassemblement annuel des parlementaires de la région euro-méditerranéenne, arrive cette année à un moment très particulier dans lequel les nouvelles tensions au Moyen-Orient, notamment la menace que pose le terrorisme, suscite une préoccupation pour la stabilité de la région et de la Méditerranée en général. Néanmoins, la situation financière et économique dans les pays de la rive Nord demeure non moins dramatique.

L’Assemblée Parlementaire de la Méditerranée, de par son rôle comme une organisation internationale autonome, interétatique, qui rassemble sur un pied d’égalité les Parlements de tous les pays du bassin méditerranéen, incarne, en ce moment particulier, la vision de son parlementaires fondateurs: une plate-forme commune pour les représentants des peuples de la Méditerranée, où ils peuvent se sentir tous égaux, exprimer leurs préoccupations, partager leurs expériences, promouvoir davantage les relations bilatérales et multilatérales et le débat, sans préjudice, ainsi que les questions d’intérêt commun.

La 9ème Session plénière de l’APM offrira l’occasion aux délégations nationales des Parlements membres de s’engager dans une réflexion, à partir de laquelle l’Assemblée sortira avec un engagement renforcé, pour remplir son rôle régional et international. Les défis à relever sont sans fin dans les domaines politiques, économiques et sociaux. En fait, en soulignant et insistant sur la priorité d’examiner des questions spécifiques pourraient ne pas bien servir l’approche holistique nécessaire, puisque le scénario actuel n’est plus un puzzle compliqué où chaque élément est crucial pour découvrir les réalités sous-jacentes.

L’Assemblée Parlementaire de la Méditerranée continuera à rester concentrée en vue de garantir la paix et la stabilité pour les citoyens de la région. L’Assemblée est la somme totale des Parlements uniques des Etats membres. Par conséquent, la participation proactive et le soutien de chacun d’entre eux joue un rôle est indispensable, en aidant le Secrétariat de l’APM pour traduire des mots, des idées et des bonnes intentions en actions concrètes.

سوف تعقد الجمعية البرلمانية للبحر الأبيض المتوسط جلستها العامة التاسعة في إمارة موناكو في الفترة بين 2-4 فبراير- شباط 2015 ، ويستضيف هذه الجلسة رئيس المجلس الوطني بموناكو سعادة لوران نوفيون.

وسيشارك في هذه الجلسة العامة التي تمتّد لثلاثة أيام أكثر من 200 مندوب، بما في ذلك البرلمانيين، وممثلي الجمعيات البرلمانية الإقليمية و الدولية، وكبار المسؤولين في الحكومات والمؤسسات الدولية.

سيُلقي صاحب السمو الأمير ألبرت الثاني ، أمير إمارة موناكو خطاب حفل الإفتتاح جنباً إلى جنب مع متحدّث المجلس الوطني- موناكو ورئيس الجمعية البرلمانية الموقر فرانشيسكو أمورزو-إيطاليا. كما وسيتّم تسليم رسائل كلاً من سماحة البابا فرانسيس و الأمين العام للأمم المتحدة بان كي مون للمشاركين.

سيتم أيضاً في موناكو إنتخاب رئيس جديد للجمعية البرلمانية (تتم عملية الإنتخاب وفقاُ لمبدأ قانون الجمعية بالتناوب و سيُختار الرئيس الجديد من ضمن المجموعة الجغرافية السياسية الجنوبية )، كذلك سيتّم إنتخاب أعضاء جدد لمكتب الجمعية على لفترة السنتين القادمتين 2015-2016.

علاوة على ذلك ستُناقش لجان الجمعية الدائمة الثلاث و ستقوم بوضع اللمسات الأخيرة على التقارير و القرارات التي ستعرض على الجلسة العامة لاعتمادها. والموضوعات المُختارة لهذه الجلسة هي: مكافحة الإرهاب والمقاتلين الإرهابيين الأجانب، و التطورات السياسية في منطقة الشرق الأوسط وشمال إفريقيا، وأنشطة الجمعية في مجال التجارة والاستثمار في البحر المتوسط، تغير المناخ: الطريق إلى باريس عام 2015، حماية المدنيين في منطقة البحر الأبيض المتوسط: اللاجئين و المهاجرين و النازحين، و دور البرلمانيين في تعزيز حقوق الإنسان.

وستتخلّل المناقشات خطابات سيُلقيها عدد من الشخصيات البارزة والمتحدثين الرئيسيين على مسامع المشاركين وتدور هذه الخطابات حول القضايا الراهنة ذات الأولوية. تنتهي الجلسة العامة مع تقديم جائزة الجمعية البرلمانية والتي أُطلقت في موناكو عام 2008. إن الهدف من وراء هذه الجائزة هو مكافأة الأفراد والمنظمات والمؤسسات الذين أظهروا من خلال عملهم إلتزامهم القوي و المرئي التي انعكست في إنجازاتهم المتميزة و تروجيهم الفعّال لمُثل البحر الأبيض المتوسط، كما هي مُصوّرة في بيانات قوانين و بعثات الجمعية البرلمانية.

يأتي الاجتماع السنوي لأعضاء برلمانات المنطقة الأورومتوسطية في فترة دقيقة جداً، حيث يتجدد التوتر في الشرق الأوسط و يخلق التهديد الذي يشكله الإرهاب مزيداً من القلق على استقرار المنطقة والبحر الأبيض المتوسط بشكل عام. ولا تقل المأساة بالنظر إلى الوضع المالي والاقتصادي في بلدان السواحل الشمالية.

ان الجمعية البرلمانية للبحر الأبيض المتوسط تقوم بجمع برلمانات دول حوض المتوسط على حد سواء بإعتبارها المنظمة الدولية المستقلة التي تنظّم بين الدول تجّسد في هذه الفترة تحديداً، الرؤى التي وضعها برلمانيوها المؤسسيين: إذ يرونها المنصة المشتركة لممثلي شعوب البحر الأبيض المتوسط ، حيت يمكنهم أن يشعروا بالمساواة ويعبّروا عن الأمور التي تقلقهم، ويتبادلوا الخبرات فيما بينهم. إضافة إلى تعزيز العلاقات الثنائية و الدولية و النقاشات حول القضايا ذات الإهتمام المشترك دون المساس بمصلحة أي دولة.

تُتيح الجلسة العامة التاسعة للجمعية البرلمانية المجال والفرصة للوفود الوطنية للبرلمانات المشاركة في الإنطباعات التي تقدمها الجمعية والتي تعزز إلتزامها بأداء دورها الإقليمي والدولي، حيث ان التحديات المقبلة في المجالات السياسية والاقتصادية والاجتماعية لا حصر لها. وفي الواقع فإن تسليط الضوء وإعطاء الأولوية لقضايا محددة قد لا يخدم النهج الشامل المطلوب بما أن السيناريو الحالي ليس أكثر من لغز معقّد ويتطلّب كشف الحقائق كاملة لحله.

ستواصل الجمعية البرلمانية للبحر الأبيض المتوسط الاستمرار في التركيز من أجل تحقيق السلام والاستقرار للمواطنين في المنطقة، وحيث ان الجمعية هي عبارة عن مجموع البرلمانات الفريدة للدول الأعضاء، عليه فإن المشاركة الإستباقية للبرلمانات ودعم كل واحدٍ منهم يساهم في مساعدة الأمانة العامة للجمعية على ترجمة الكلمات والنوايا الطيبة والأفكار إلى أفعال ملموسة.
