The Parliamentary Assembly of the Mediterranean (PAM) and the Arab Parliament (AP) have signed a Memorandum of Understanding to further strengthen their collaboration and to underscore their shared determination to foster the Arab – Euro-Mediterranean dialogue on issues of mutual concern, reflecting the aspirations of the Euro-Mediterranean and Arab peoples, with the aim to create and protect peace for the peoples of the two regions, and to achieve International Peace and Security.
The Memorandum was signed by PAM President, Hon. Pedro Roque and the President of the Arab Parliament, Hon. Dr. Mishal Bin Fahm Al Sulami, in Cairo on 10 February, 2018, on the occasion of the 3rd Conference of the Presidents of the national parliaments members of the AP.
Both Presidents referred to the strategic relation between the Parliamentary and Public Institutions in the Arab and the Euro-Mediterranean region, embodied in the role of Parliamentary Diplomacy to advance cooperation and promotion of solidarity and friendship between the Arab and Euro-Mediterranean peoples, based on the principles of equality, mutual respect and common interest.
The two institutions have agreed to support the right of all peoples in the Arab world to self-determination and to live in peace in accordance with the Principles of International Law and Resolutions of the United Nations. They strongly condemn foreign interference in the internal affairs of Arab States; the formation and support of armed militias spreading chaos, affecting regional security and stability, undermining the authority of States and disrupting Arab societies. PAM and the Arab Parliament call on the International Community to support the efforts and initiatives of Arab States to confront these militias in order to protect Arab Societies and International Peace and Security.
The two Presidents also agreed to launch a reliable and tangible Arab – Euro-Mediterranean Dialogue to achieve peace and security in the Arab and in the Mediterranean regions, which requires, inter-alia, a comprehensive settlement of the Arab – Israeli conflict, breaking the deadlock of the Peace Process, reaching a just and lasting peace agreement that guarantees the Two-State solution, in accordance with the United Nations Resolutions, with the State of Israel and an independent Palestinian State living side by side in peace and security.
