H.E. Gerhard J.W. Putman-Cramer, Permanent Observer of the Parliamentary Assembly of the Mediterranean to the United Nations Office and other International Organisations in Geneva, represented PAM at the Briefing for Permanent Missions and International Organisations on Migrants in Countries in Crisis Initiative (MICIC) held on 7 April 2016.

The purpose of the briefing was to provide an update on the government-led MICC Initiative, which is developing non-binding principles, guidelines and practices to help states and others to better protect and assist migrants caught in countries experiencing conflict or natural disasters, to be finalised by September 2016.

PAM also contributed to the proceedings of the Regional Consultation for the Middle East and North Africa of the MICC Initiative in March, where the Assembly underlined that a strategy for combating human trafficking must adopt a multi-disciplinary approach incorporating prevention, protection of human rights of victims and prosecution of criminals, while at the same time seeking to harmonise relevant national laws and ensure that these laws are applied uniformly and effectively.

PAMs unique parliamentary network, is an important regional instrument to achieve respect for human rights, ease the suffering of civilians in regional conflicts, strengthen the rule of law, and consolidate more coordinated efforts to fight human trafficking, while assisting the most vulnerable members of society in areas of conflict.
