Parliamentary Assembly of the Mediterranean (PAM) President, Senator Francesco Amoruso (Italy) and Secretary General, Amb. Sergio Piazzi will attend the summit of the Speakers of the Parliaments of the Union for the Mediterranean (UfM) member countries to be held in Marseille on 6 and 7 April, 2013.
The Summit convened at the initiative of the President of the European Parliament and President of the Parliamentary Assembly of the UfM, H.E. Martin Shulz, will be the first high-level meeting since the summit of the Heads of State and Government of the UfM held in Paris in 2009 and the first regional meeting since the Arab Spring. In particular, President Shultz has underlined that “This summit will be an opportunity to show that Parliaments are ready to fill the political leadership gap from which the UfM has suffered from in recent years”.
The Parliamentary Assembly of the Mediterranean has been actively engaged in a number of initiatives at the parliamentary diplomacy level in the last few years and in particular during the events leading to the Arab Spring. PAM is also involved in the processes which are introducing in these countries the rule of law and the democratic principles of participation by the citizens at large.
President Shulz objectives for this summit are aimed at further strengthening the role of Parliaments in re-forging the link between people on both sides of the Mediterranean and to respond to their common expectations. The challenges of the democratic transition which is under way in some Mediterranean countries can only be met with stronger and more effective parliaments which listen to their citizens.
Way back in 2008, the Maltese delegation to PAM, on the occasion of the Plenary Session in Monaco, had presented the paper “Closer to our citizens”, in which a number of proposals were made to the PAM member Parliaments on how to involve citizens within parliamentary structures. This issue has become internationally prevalent and described as a good practice by major researchers in the field. Moreover, in September 2005, a UN meeting gathering all the Speakers of Parliaments, reaffirmed this statement and stated unequivocally that “Parliaments are the central institution through which the will of people is expressed”.
The Speakers of the Parliaments at the Marseille Summit will also receive proposals from the Anna Lindh Foundation Forum, being held concurrently in Marseille, and will draw up their own recommendations to be put to the governing bodies of the Union for the Mediterranean.
