26 February 2025, Cairo, Egypt – The Parliamentary Assembly of the Mediterranean (PAM), represented by H.E. Hon. Mohamed Abou El Enein, Deputy Speaker of the House of Representatives of the Egyptian Parliament, PAM President Emeritus and Permanent Representative to the Arab League, delivered remarks on the occasion of the Plenary Session of the Arab Parliament.
In his speech, at the High-level Opening Session, H.E. Hon. Abou El Enein emphasized the historical and geopolitical significance of the Palestinian question, reaffirming the centrality that developments in the Middle East and the implementation of the Two-State Solution have maintained in PAM discussions for over two decades. He highlighted the shared responsibility of the international community in ensuring a just resolution to the Israeli-Palestinian conflict.
Further reiterating firm opposition to any forced displacement of the Palestinian people, H.E. Hon. Abou El Enein strongly condemned recent proposals that threaten the demographic integrity of the Palestinian territories, and stressed that Arab nations must stand united against any such attempts. He also acknowledged the crucial contributions of Egypt and other regional actors in advancing ceasefire negotiations, facilitating humanitarian aid, and ensuring civilian protection.
At the meeting, H.E. Mohammed Al Yamahi, President of the Arab Parliament, commended PAM’s role in the region, highlighting its unwavering commitment to fostering stability, parliamentary diplomacy, and constructive dialogue on critical matters.
Last week, PAM convened its 19th Plenary Session in Rome, where the situation in the Middle East and the Palestinian question was among the central topics of discussion. Recognizing its unique position in fostering dialogue, PAM continues to serve as a platform for uninterrupted dialogue and engagement between the Knesset and the PNC representatives, as both Israel and Palestine hold two of the Vice-Presidencies within the Assembly.
At its Plenary Session, PAM Members Parliaments unanimously reiterated their support for the Two-State Solution as the only viable path toward a just and lasting peace between Israelis and Palestinians. This position is firmly rooted in the UN Charter, international law, relevant UN Resolutions, and the 2002 Arab Peace Initiative, which remains a key framework for achieving a comprehensive resolution to the conflict.
In this regard, PAM remains committed to leveraging parliamentary diplomacy to advance peace initiatives, fostering dialogue, and enhance regional stability, also in view of the upcoming High-Level International Conference for the Peaceful Settlement of the Palestinian Question, set to take place at the UN General Assembly, in New York, in June 2025. //
