Certificates for verification of e-documents.
This website contains information on the Country Signing Certificate Authority operated by the Parliamentary Assembly of the Mediterranean (PAM) for the issuance of the PAM Laissez-Passer pursuant to Article 24.5 of the PAM Statutes and the PAM Administrative Circular of 20 December 2024, and required to verify the authenticity of the PAM Laissez-Passer.

The certificates of the PAM Laissez-Passer are encoded in PEM format and made available for download as ZIP archives, along with their SHA-1 fingerprints, information about naming structure (DN), and serial numbers. You can find the corresponding links further below on this page. This website is also the primary source for the Certificate Revocation Lists.

The next rollover of the CSCA certificate is planned for 2028.

Electronic Passports
The Parliamentary Assembly of the Mediterranean’s Electronic Laissez-Passer, produced by the Austrian State Printing House, are compliant with the standards defined by the International Civil Aviation Organization (ICAO).

The document consists of 32 printed pages and it is equipped with an RF (Radio Frequency) microprocessor, integrated inside the back cover, that stores both personal and biometric (photo and signature) information of the holder and the digital signature of the Authority, who issued the document.

CSCA Certificates
The PAM Secretariat, as issuing authority, regularly generates the root certificates (CSCA certificates) whose private keys are used to sign the Document Signer certificates. The Document
Signer in turn is used to sign the data files and is also stored on the chip.
