20 February 2025, Rome, Italy – Today, The Parliamentary Assembly of the Mediterranean (PAM) opened its 19th Plenary Session, generously hosted the Speakers of the Italian Senate and Chamber of Deputies, in Rome.
The session opened with welcome addresses from H.E. Hon. Lorenzo Fontana, President of the Italian Chamber of Deputies, and H.E. Sen. Maria Domenica Castellone, Vice-President of the Italian Senate of the Republic, who warmly greeted the participants and praised the importance of political dialogue, especially at the parliamentary level.
H.E. Antonio Tajani, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Italy, expressed, as a former parliamentarian, his great belief in the power of PAM and of parliamentary diplomacy given the greater freedom enjoyed by parliamentarians and their enhanced position to engage in discussion for tangible results.
Highlighting Italy’s historic role in the Mediterranean, Minister Tajani noted Italy’s wish for the Mediterranean to become a “sea of peace”, highlighting the significant exchange of trade and culture in the region and the need to further advance collective efforts, in particular through the instrument of inter-faith dialogue.
Following these interventions, Sen. Pier Ferdinando Casini, Honorary President of the Inter-Parliamentary Union and President of the Italian Inter-Parliamentary, a founding member of PAM stressed the need for collective cooperation for peace in the region.
Consequently, H.E Hon. Enaam Mayara (Morocco) PAM President, launched the works of the 19th PAM Plenary Session, and welcomed all the guests and delegates for joining the gathering, as well as the Italian Senate of the Republic and the Chamber of Deputies for hosting the event. Stressing that the conflict in Gaza has not benefited any party, President Mayara welcomed the ceasefire in Gaza, calling for the need for all PAM countries to support this development for the collective future of the region. President Mayara also welcomed the Kingdom of Saudi Arabia as an Associate Member of PAM, acknowledged and congratulated Bahrain on its accession as a full Member of PAM.
Among the High-Level guests, Hon. Dubravka Šuica, EU Commissioner for the Mediterranean, as former PAM Vice-President, expressed her pleasure to return to a gathering of the Assembly. Commissioner Šuica provided a summary of the portfolio of the new Commissioner for the Mediterranean, as well as the new EU Directorate for the Middle East and North Africa, as a critical entry point for all relevant matters for the region.
Furthermore, Hon. Maurizio Martina, Deputy Director-General of FAO, and former Minister for Agriculture, Food and Forestry of Italy, noted the importance timing of this PAM meeting, especially given the poly-crises proliferating in the region. Hon. Martina reiterated the need to address global food insecurity and malnutrition, as 1.4 billion people are still lacking adequate daily access to food. As one of the most basic human needs, he noted that FAO cooperation with PAM, as a platform of dialogue, would promote further food security and resilience, especially in the rural areas of the region.
The Opening debate continued with interventions from several distinguished speakers, including: Hon. Dejan Đurović (Montenegro), on behalf of H.E. Hon. Andrija Mandić, President of the Parliament of Montenegro; H.E. Dr. Mishaal Al-Salmi, Vice-President of the Shura Council of the Kingdom of Saudi Arabia; Hon. Mohamed Abou El Enein, Deputy Speaker of Egypt’s House of Representative; H.E. Hon. Hamda Hassan A. Al-Sulaiti, Deputy Speaker of the Shura Council of Qatar; H.E. Dr. Jehad Abdulla Al Fadhel, Second Deputy Chairman of the Shura Council of Bahrain.
The session also featured the exceptional contribution of H.E. Mr. António Guterres, Secretary-General of the United Nations, who intervened from New York, highlighting key global challenges, including inequalities, climate change, AI, and conflicts. He emphasized the transformative period in the Middle East and commended PAM’s strong support for the UN Pact for the Future.
Ultimately, H.E. Paul R. Gallagher, Secretary for the Holy See’s Relations with States and International Organizations, in his message, emphasizing PAM’s longstanding mission to achieve peace and prosperity, with the noble vision to safeguard human dignity and rights. In particular, Mons. Gallagher stressed that politics must pursue justice, an essential component of peace, while fighting against its oppression.
The inaugural day of the Plenary Session continued with the presentation of the key achievements of the 3rd Standing Committee on Dialogue among Civilizations and Human Rights, followed by an overview of the progress made by the 2nd Standing Committee on Economic, Social, and Environmental Cooperation. //
