Statement by the Parliamentary Assembly of the Mediterranean
on the occasion of the first anniversary of the
Declaration of Liberation in Libya on 23 October 2012
On the occasion of the first anniversary of the Declaration of Liberation in Libya on 23 October 2012, the Parliamentary Assembly of the Mediterranean (PAM) wishes to reiterate its full support to the Libyan people in their endevours in achieving their aspirations.
The challenges Libya is facing in the implementation of the democratic process following the 17 February revolution of 2011, require courage and determination, and above all concrete assistance.
PAM is committed in coordinating, on the request of the Libyan authorities, and highlighted during the intervention of Deputy Foreign Affairs Minister at the VII PAM Plenary Session on 12-13 October, 2012, a number of initiatives which would help the country in building a state on the principles of the rule of law and viable governance, among which, the empowerment of the General National Congress to bear its responsibility of oversight on security and defence; the oversight of the Government’s performance; the organization of study tours for selected members of the Congress to PAM member parliaments; the encouragement of PAM parliamentarians to interact with their counterparts of the Libyan Congress and the organization of joint workshops and seminars to exchange experiences and lessons learned in connection with the role of parliament.
These are tangible aspects towards which PAM can garner the support of the Assembly’s member states, especially in the establishment, among other institutions, of a legal framework that can generate an inclusive, sustainable and equitable development, economic growth, investment opportunities, and employment, which can only be facilitated through partnerships and concrete assistance.
