on new migrant tragedies in the Mediterranean
 

The Parliamentary Assembly of the Mediterranean (PAM) expresses its strong concern on the continuing tragedy of hundreds of migrants and asylum seekers losing their lives while attempting to cross the Mediterranean Sea to reach the European shores.

More than 2500 people have been reported dead since the beginning of this year, with an exponential increase in recent days. More than 250 thousand migrants are estimated by both the United Nations and the IOM to have already arrived, mostly in Greece and Italy. This exodus, which is touching also a number of transit countries, like the FYROM, Serbia, France and Hungary, shows that the measures so far adopted at the European and national levels are far from being adequate to address the root causes and manage the flow itself.

This dramatic phenomenon requires a new and urgent approach based on more coherence and solidarity among the EU member states, beyond the mere financial support and rescue operations.

PAM calls on its member national parliaments to encourage healthy and courageous debates, above partisan politics, in order to find common agreement on the way forward in dealing with the migration phenomenon, which is not a temporary crisis, but a long term aspect of present and future geopolitical developments.

At the same time, PAM calls on the international community and on its  members to provide all the necessary assistance to those countries of the Eastern shores of the Mediterranean, like Turkey, Lebanon and Jordan,  which are hosting millions of refugees, and to work effectively towards putting an end to the conflict in Syria and Libya.

Déclaration de l’Assemblée parlementaire de la Méditerranée

sur les nouvelles tragédies de migrants en Méditerranée

L’Assemblée parlementaire de la Méditerranée (APM) exprime sa profonde inquiétude concernant la tragédie perpétuelle de centaines de migrants et de demandeurs d’asile qui perdent la vie alors qu’ils essaient de traverser la mer Méditerranée afin de rejoindre les côtes européennes.

On estime plus de 2 500 morts depuis le début de l’année, avec une augmentation exponentielle ces derniers jours. L’ONU et OMI estiment que 250 000 migrants sont déjà arrivés, la plupart en Grèce et en Italie. Cet exode, qui concerne également un certain nombre de pays de transit comme l’ARYM, la Serbie, la France et la Hongrie, montre que les mesures adoptées jusqu’ici, aux niveaux européen et national, sont loin d’être adéquates pour faire face aux causes profondes et pour gérer le flux lui-même.

Ce phénomène dramatique requiert urgemment une nouvelle approche, basée sur la cohérence et la solidarité parmi le États membres de l’UE, au-delà du simple soutien financier et des opérations de sauvetage.

L’APM appelle ses parlements nationaux membres à encourager des débats sains et courageux, en dépassant les politiques partisanes, dans le but de trouver un accord commun sur la voie à suivre pour s’attaquer au phénomène migratoire qui n’est pas une crise temporaire mais un aspect à long terme des développements géopolitiques présents et futurs de la région.

L’APM appelle également la communauté internationale et ses membres à fournir le soutien nécessaire aux pays des rives orientales de la Méditerranée comme la Turquie, le Liban et la Jordanie, qui accueillent des millions de réfugiés, ainsi qu’à œuvrer efficacement pour mettre fin au conflit en Syrie et en Libye.
